Absolutely just for the meme. You’d be looking at liquid nitrogen or helium cooling at that point. It’s possible this is an error in task manager’s reporting. I’ve seen it report double clocks on some hybrid CPUs before, so if this was running at 4ghz and experienced that error, it would report 8ghz. Could also just be an edited image.

8ghz is a totally possible clock speed, but not under normal circumstances. This is in the realm of extreme overclocking if it is real, and you’re looking at cryogenic cooling for the CPU there. Things like liquid nitrogen or liquid helium are pretty much required to get up to these clocks. The frequency record is currently a hair over 9.1ghz.
I do not believe the 8ghz is correct, but everything else here could be. Any number of bugs can make task manager report a multiple of the actual clock frequency or it could just be edited. For a normal PC nowadays, I’d expect that number to be somewhere between 4 and 6ghz.
It is absolutely possible to reach 100% on any component here. Memory simply reports as a percentage of the total capacity in use. 100% of 16GB of RAM just means all 16GB are in use. This PC is probably beginning to use the primary drive for swap space.
